The theory of water resource utilization (WRU) is the main research content of water resources and always draw the attention of water conservancy circles both in and out of china. As an important part of theory of water resources sustainability development, the study of this subject is very necessary. This paper mainly addresses the following issues:1. Background and the reality of water resources issues and study status both inland and abroad.2. The concept of resources abundance (RA) is introduced .By discussing the concept of water resources quantity and its calculation with specific emphasis on measure to counteract its inadequacy, a new model: the Richness Degree of Water Resource (RDWR), was proposed with in temporal-spatial context. Furthermore, the concept of the Life-span of Fresh Water, is put forward for the first time to demonstrate the potential value of the water resource. In a certain sense, the RDWR model has supplied a new way to evaluate the richness degree of the water resource in an area as well as determination of the jurisdiction of water resource, and the evaluation of the strategic importance of a river.3. The foundation of Rational Water Resources Allocation (RWRA) including essential concepts, principle and indexes, main tasks and methods, decision-making analysis technique of grand-system, muti-layer, muti-purpose, etc, were also discussed. As a result, an RWRA's model was proposed.4. On the basis of analysis of the origin, evolution, and development of carrying capacity along with further exposition in theory, it could be pointed out that the concept of Regional Water Resources Carrying Capacity (WRCC) played a key role in the proper understanding of the entire subject matter. For instances,in situation the key issues herein within there proper context. In addition , WRCC's meaning, characteristics andcontributing factors with the attendant effects were studied; So also further assessment criteria(index), methods and medoles suggested. 5. Based on the theory that have been discussed, RWRA, RDWR, WRCC in Taiyuan region were studied and forecasted, and the countermeasures for sustainable development the region in the furture were also proposed.
