The Jiao-Ji railway electrification engineering locates in Jiaodong peninsula of Shandong province. It is the key engineering that the nation adjusts the energy structure and improves investment environment. The building-up of the railway will further promote transportation structure, optimize the road network structure, improvement conveyance condition, reduce pollution of the environment, and will create a condition to hold the Olympic games in 2008.Weihe belongs to the plain river, the whole river bed is fine and medium sand, with thick about 8~16m. The water level fluctuates about 4m because of the Xiashan reservoir influence. Construction of foundation open excavation and piers for double track railway with steel mould without tie rod is very difficult. If the construction measure is not appropriate, it will easily happen quick sand and slough phenomenon. Pier width reach to 8.8m, if the construction scheme is not appropriate, the pier concrete will appear the wave form very easily, and affect evenness degree of the concrete surface. So construction technique of open excavation of pit in sand layer and piers for double-track railway with steel mould without tie rod is the key item of quality control.The construction of bored pile in water under complicated geological condition is very difficult. The building ground includes sand bed and gneiss bedrock.
