In recent years, China has launched into the construction climax of sports facilities because of the successful construction of 2008 Olympic sports facilities, and the "Sports for All Plan" has entered the second project stage in 2001. At the same time, the rapid development of urbanization and the popular fitness campaign upsurge triggered after the SARS also raised newer and higher demands of urban sports facilities. How to deal with such rare opportunities for development, so that our sports for all facilities can catch up with those developed countries in the world, has become a challenging and important topic for planners and architects at this stage. The paper make the sports for all facilities as the main study subjects, it has becoming the future development tendency of urban sports facilities, set about defining the confines of the sports for all facilities, bases on the collection of information and investigations, compares the development condition of public sports facilities in the West and China. As a basis, have a systemic analysis of the current situation and existing problems of our urban public sports facilities. And expound the existing problems from three levels: the quantity and quality (facilities direction)– low-level demand; layout and size (urban direction)– middle-level demand; culture and development (humanization direction)– high-level demand. At last, the paper summarizes the planning and design strategy on the low, medium and high levels of the three existing problems from the architecture, sociology, economics, anthropology, management, etc. They are raise the quantity and quality, improve the layout and size and develop with Chinese characteristics and sustainable development. The planning and design strategy have correspondence and practical significance.The paper considers: the most prominent problems of sports for all facilities at this stage in China still remain in the quantity and quality of the lower levels, main work should l focus on these problems. However, unreasonable layout and a poor concept of cultural identity and sustainable development also in varying degrees affected the use of urban sports facilities. Strategy research should not only look at short-term benefits remain, but also be integrated into the long-term interests, and recommend and promote the high demand to guidance the low demand. Extend the useful life of facilities and reduce unnecessary waste during facilities update process. The designer should concerns geographical differences, and strengthen the research of location culture, and increase the approbation of public sports facilities, truly meet multi-level needs for people. The paper aims at promoting the comprehensive development of urban public sports facilities. To achieve the goal of "Sports for All", that in 2010 basically completed the Sports for All system with Chinese characteristics, to summarize the experience and inadequacies with our public sports facilities, take into account and promote the level of development of our public sports facilities design, further carry out fitness exercise for the whole people, improve national health and enhance the quality of the citizens and the quality of life.
