Transportation Assignment In Emergency Based On Analyzing Use Game Theory

In resent year, as the natural hazards and emergency events occurring frequently, city emergency management is concerned more and more important by every person. Then, the road transportation system as a part of the lifeline system of city can make the significant effect of the evacuation and succor in emergency. In this moment, the exact and reliable strategy can make a great deal of traffic flow evacuate quickly and securely from the dangerous area. That can reduce the loss of all people. So, the importance of studying the assignment strategy in emergency cannot be overemphasized.On the basis of the review of existing study in traffic organization of emergency, this dissertation makes an in-depth study of the assignment strategy in emergency from the aspects of the changing characteristics of the road network and the relationship of the benefit between traffic managers and road users. The content and innovation in this dissertation are as follow:On the basis of thoroughly considering the objectives which let the traveler make the decision of route choice in emergency, this dissertation selects the travel time and the travel time reliability as two objects of route selection which can provide the basis for constituting the traffic assignment strategy. For the road network may be damaged in the period of hazard, the travel time reliability changing of the each link can be get base on the theory of the reliability. Considering the two objects integration, this dissertation constructs the travel disutility function.This article considered the benefit relation between the administrators and the travelers, the conflict between them is analyzed based on game theory. According to this, this dissertation presents a kind of assignment method to correspond the two players'benefits and constructs the game model of transportation assignment to correspond the two assignment methods.Finally, in the process of the traffic assignment strategy, the genetic algorithm is applied to optimize the model, and a program of assignment method is designed.
