In traffic assignment, the Bureau of Public Roads (BPR) volume-delay or link performance function is a deterministic function which does not take in to account the risk-taking behavior of the drivers in a stochastic network. The thesis applied a different volume-delay function, i.e., the Equivalent Link Disutility (ELD) function which takes in to account the different risk taking behavior of the drivers, in a network with travel time uncertainty. A feasibility analysis was performed on a hypothetical network to analyze the results for the network using the BPR and ELD functions. The thesis also uses a real network i.e., the El Paso network to compare the effect of both functions in traffic assignment. Sensitivity analysis and capacity reliability analysis were performed as a way of analyzing the network performances with the different link performance functions.
