With the development of modern science and technology, scientists and engineers pay more attention to health monitoring for all kinds of civil infrastructures, such as bridge. The study on deflection and displacement health monitoring of the bridge is one of the important signs for bridge. There are varieties of methods presently used to measure the deflection of bridge, but not all are satisfactory. The most bridge deflection measurements are artificial, now. When we have an outdoor measurement, we have to carry the huge device, even power supply ones, sometimes. It is too huge for us to carry, but we have to. The portable is the most important factors. But if we use the existing equipments which are on-line system, it will take too much money. The cost is another factor we have to consider for a small or medium bridge.In this dissertation, the importance and necessity of health monitoring for bridge are first presented. Then three kinds of typical bridges are analyzed and their mechanical models and deflection line functions are given. This provides the location of measurement points theoretically and also the reference values of deflection and displacement. Third, to realize the unfixed and portable characteristic, the article analyzes and discusses the difficulty of realization and the scheme of designing. Base on the existing measurement, the portable automatic measurement is designed by using the advanced photoelectric technique and USB transmission technique. It not only realizes the untouched and mobile automatic measurement, but also has the advantages of high precision, simple structure and easy operation. It is proved to be valuable in theory and practicality. The user application programs are developed by taking Visual C++6.0 as the development environment. From the GUI, we can get all the parameters such as static and dynamic amplitude, frequency, impact parameter, oscillating curve and so on.It is proved that the portable bridge vibration measurement system of CCD, which completes the image collection based on USB interface, is available. As the character of USB, which supports plug and play, and the advantages of high precision, easy signal processing and remote measurement of CCD, the system have the superiority of small bulk, easy operation and portable character.
