With the rapid development of economy in China, steel structures have been more and more widely used in building construction because of the outstanding performance as a recycle material. However, accidents in steel structure projects happened frequently in the past. The inspecting and real-time monitoring system can timely reflect the steel building structure's health state, and give the upgrading or repairing suggestions to guarantee the safety of people's lives and property.Based on the fundamental theories, the steel building structure's system level in health inspecting and monitoring has been divided at first; some core issues have been discussed including the sampling principles of the structural members, the analysis approach of structures with disfigurements and the reliability analysis approach of structural systems; and then a health index about steel building structures is proposed.The next work in this paper is data collection and integration: the damage types of typical steel building structures under disasters have been collected; the present technical measures which can be used for steel building structure's inspecting and monitoring have been investigated.In the finality, based on the theories, techniques, equipments, etc., a logical framework of health inspecting and monitoring system is built; some problems and expected works requiring further studies are presented.
