| Almost all the traditional distributed programs are all based on Client/Server structures, but people find this kind of structure has many disadvantages in recent years, for example, if the client's source code need changes, then all the computers' client programs need to be reinstalled; if one computer has unrepairable fault, then it can be used only after the client program is replaced. But programs based on Browser/Server structures will have no disadvantages that are mentioned above, we can work on anyone computer if only it has browser, because all the logic is on the server, so all the changes of source code on server don't need anything to be done by browsers. Because of the superiority of Browser/Server (B/S) structures, there are many researches and practices of Browser/Server program development mode.This system abstracts the normal marine management mode as workflow, then we can achieve paperless office, automated workflow, cooperative working in ordinary operation, replacing the paper record and complicated handwork with computer, enhancing office quality and efficiency dramatically, in addition, reducing the office cost, establishing the accurate information network and realizing the sharing of information by virtue of web programming and predominance of Lotus Domino/Notes platform. We can also put all kinds of monitoring and controlling software in the web pages(they are all ActiveX controls), then the management personnel can do all the ordinary work as long as they login the website.The whole system are completed after one year's template development, programming and debugging. It is tested between DLMU and Dalian development zones, the real result is very satisfying, the OA pages are neat and convenient, the monitoring pictures are very clear, all kinds of needed data are sent and received very accurately and quickly, the system can satisfy the practical using.
