Based development trend of freeway construction and judgment to location of freeway function in China, this paper emphatically analysed the principal content about freeway- reconstruction program . After studying the idea of design abroad , and contrasting the idea to domestic, The author find there have some key-principal were ignored .The paper studied capacity calculating method in domestic by contrasting US adoption, and got a conclusion that is the parameter in applied formula in our country valued random caused the result trend unbelievable. It is a point that the new calculating model was brought forward when eight-land holistic cross-section were adopted.According the geometric design, management and economical restriction, the paper analyses advantage and disadvantage when the integrated cross-section were adopted. and suggest that installing of left side shoulder and wider medians should be concerned in program of reconstruction. Meanwhile, separated-style roadbase should be highlighted because its unique priority in some conditions .The studied method of design in separated-style roadbase concentrate the size of right-of- way and setting every element of cross-section. .The author introduced the principle and the means of design freeway when we face to demanding of sustainable development , transiting of freeway function ,and urbanlize developed swiftly . The function of freeway has been changed when the level of urbanlize zero enter steady stage. The paper introduced into some new type cross-sections in our country which were under background of applying in zero of developed country.
