State Grid Dispatching Data Network(SGD net)is a special data network for electric power dispatching and production services,it's an infrastructure to realize real-time data transmission and exchange at all levels of dispatching centers or between the dispatching centers and substations.It's also an indispensable platform to realize the function of the company emergency technology support system and standby control center.With the rapid development of state power technology,emergency command system is being constructed acceleratively.The Dispatching Data Network of Hebei Province has been formed including Hebei sub network of backbone network,Provincial Access Network and Local Access Network.In recent years,the automatic power grid dispatching system changes from man on duty to less or unattended,and finally ?Full-run'.In order to meet theelectric power grid's regulation demand,automatic system extends the privilege management of the supporting platform,the hierarchical management of information,the display of man-machine and the function of data modeling and maintenance upon supporting integrative application while achieving the centralized control.Through the telemetry,remote data based on the intelligent analysis of the suspicious telemetry,suspicious remote,special wiring,etc,to implement the alarm.The system provides multi-level and comprehensive classification alarm and intelligent reasoning function,which provides strong support for the work of grid dispatching personnel,improves the efficiency of dispatching personnel to deal with grid problems,reduces miscarriage of justice,and realizes comprehensive fault analysis and accident handling decision making.With the increasing power investment and speeding up of the construction of power network,the network architecture is more massive and complex.The safety of Southern Hebei Power Grid's power transmission and network operation is getting more and more important under the huge and intelligent power network construction of State Grid.In order to monitor the equipment operating conditions continuously,enhance the ability to control large power grids and construct a smart power grid characterized by informationization,digitalization,automation andinteraction,the electric power secondary application system of Southern Hebei Power Gridis being completed change from steady state to dynamic,seconds to milliseconds and non-real-time to real-time,this will put forward higher requirements for the real-time,reliability,bandwidth and so on.This paper analyzes the power dispatching data network reconstruction scheme of Baoding District,the design principle and design goal of reconstructing the dispatching data network equipment,the new functional requirement for dispatching data network under the integratively regulation and control management model.This paper also designed the network system,network equipments,emergency measures,operation agreement in detail.At last,the paper analyzes the security design of power dispatching data network and operation and maintenance after the transformation.
