The power load is an active part in the security stable movement of the entire electrical power system. It is a very important signification to make suitable load model for the power system planning, design and operation. This paper uses practical load modeling taking into account clustering, then makes the actual model .Based on the current problems, we use the SPSS statistical software with hierarchical clustering. More than twenty substations'sampling data are pretreated in linear data preprocessing method. We introduce cluster analysis to determine the optimum number and propose a static load index cluster analysis model features identifying the load measuring device location. Finally, according to the Northeast test load device combined with the test data to derive meaningful data, strike-vector model, then make model for those which have not been installed dynamic load characteristic recording devices, verifying the availability cluster analysis in modeling of the load.
