Since 1990's,our railway has implemented speed-up and train diagram adjustment on a large scale for five times. Diffrent new passenger train and freight train run widely;passenger train appears new running order such as dense forwarding dense arriving and tracking; the running regulation of passenger train and freight train in exsiting main line section appears many new features,the train diagram structure has changed in attribute, the non-equilibrium transportation phenomenon becomes more and more frequent. The traditional section carrying capacity calculation method based on equilibrium transportation organization theory can not reflect actual section carrying capacity.Aimed at this problem,the paper analyzes the existing defect of traditional section carrying capacity calculation method and the necessity to develop a new calculation method; gives main analysis on the infect factors on section carrying capacity in organization of train operation because of train speed-up; summarize the running features of passenger trains and freight trains in speed-up sections according to the analysis on train diagram data of part section in line from Beijing to Guangzhou,line from Beijing to Shanghai,line from Beijing to Haerbin and line from Changchun to Dalian;develops a new calculation method based on traditional section carrying capacity calculation method according to train flow;calculates the empirical number of average time interval between trains spaced by automatic block signals and the empirical formula of proportion of tracking passenger train using multiple regression method based on the original data from 23 sections in line and checks the feasibility of the new formula using practical section as example.
