The Study On Infrastructure Plan Method Research Of Local New Countryside In Northwest

After Party's Fifth Plenary Session of the Sixteenth National People's Congress, the central government proposed that our society having entered the stage of "Industry nurturing agriculture and cities supporting rural areas", and the new countryside construction come into an orderly way throughout the country. Since public service foundation in our countryside is can't meet the need and there are many problems that need to be solved, it's impossible to solve all the problem in the comlation of the national current financial and physical resources are used to the complete questions synchronously, so the new countryside construction is a widespread project, it needs harmonious development of all aspects. The village infrastructure's design should also be carried out by scientific analysis, in administrative levels and in an orderly way according to the regional disparity.The paper based on the research of the present situation of ecological environment, the present situation of human environment and the level of economic development in Gaoxigou, Mizhi county, Shannxi Province and Yula, Xining City, Qinghai Province, summarized the construction pattern and target that suit this local countryside associate with the country correlated support policies and the local culture characteristic.The plan designed reasonable village and the garden support program to satisfy the farmer's needs, and established countryside infrastructure plan pattern that suits the loess plateau gully area and the continental plateau half arid area.The paper by the research of countryside infrastructure plan pattern in the loess plateau gully area and the continental plateau half arid area and combined with the ecological environment and human environment conditions in northwest, proposed the pattern of water resources optimization, the green energy utilization, trash resources detoxification processing, the environment protection and disaster prevention system altogether construction which suit new rural construction in northwest areas, build the countryside into villages with fine ecological environment and exquisite living conditions, made farmer's life style be "low expense, low pollution, low energy consumption, high quality", thus push the development of local economy. And through the problem analysis which discovered in the new countryside construction, proposed new methods of the plan, the construction, the organization and the management, finally deducted the countryside infrastructure planning pattern in northwest areas.
