The injury and death accident in the hydroelectricity engineering construction occurs frequently, that is a significant difficult problem which our country hydroelectricity engineering construction safety control faces. In order to seek the occurrence mechanism of the injury and death accident, analysis the reason, and instructs the safety control work. This article summarizes the reason of the injury and death accident in our country hydroelectricity engineering construction. Above the foundation, model the traditional accident-causing theory, proposed"accident-causing model of the injury and death accident in the hydroelectricity engineering construction and using". Then elaborated and appraises this model. Finally, based on this model, proposed the prevention measure and the counter measure.This article constitutes by four parts. The first part introduced author's research background, the research question propose, the research goal, the research technique as well as the research content. The second part review the main accident-causing theory, which include Monofactorial Accident Causation Theory,Accident Causation Sequence Theory,Epidemiological Theory and System Theory. These theories analysis the main reason of the industrial accident from many angles, which has provided the rationale for this article to proposed the model to provide the rationale. The third part explore and summary the reason of the injury and death accident in the hydroelectricity engineering construction, and Profited from the traditional accident-causing theory, from this proposed accident-causing model of the injury and death accident in the hydroelectricity engineering construction. This model thought that the dangerous source is a root which causes the accident occurs; In order to prevent the dangerous source overflows, we must construct the safety control system. Safety control system composed by human - thing - environment as well as the relations between three. When the safety control system is at the harmonious condition, the system is safe, the safety control system breaks the harmonious condition, the system enters the dangerous condition, When management adjustment to the dangerous system is defeat, and no secure behavior and no secure state has the path overlapping in the environment space and time, the accident can occur. Among them, the management is an extremely important adjustment factor, which has the pivotal function in the accident occurrence and development advancement. The forth part based on accident-causing model of the injury and death accident in the hydroelectricity engineering construction and using, and proposed the measure and the countermeasure for the injury and death accident in the hydroelectricity engineering construction, namely, Safe appraisal basedon accident-causing model of the injury and death accident in the hydroelectricity engineering construction,management adjustment to human, management adjustment to thing and management adjustment to environment.
