ITS is the core contents of the modern urban transportation management. And dynamic traffic assignment is one of the core contents of ITS, is the front lesson of transportation science in recent years. Dynamic traffic assignment is one of the important topic in timely urban transportation network modeling and analysis. With the consideration on time-varying traffic demand, the dynamic traffic assignment models can depict the route and departure time choice behaviors more precisely in comparison with the traditional static modeling techniques, and truly reflect the dynamic features of traffic flows. Traffic congestion has become the bottleneck further development of our national economy. Our urban traffic flow compare with the west developed countries', the obvious characteristic is that mobile and unmobile mix on the road, and they affect each other asymmetricly, bring up a series of problems.We propose the multiclass UE dynamic traffic assignment model with Quasi-variational inequality through analyzing the dynamic traffic assignment and the characteristics of mobile/unmobile mixed traffic flow, studying some key issues in dynamic traffic assignment. Considered the delay of multiclass traffic affection and queue delay, we bring forward more realistic function of link travel time. And we proof the existence and only solution of our model. At last, we use a nested modified projection method to solve the assignment problem on one test network.
