With the rapid development of economy of our country and gradual increment of power consumption, electrical energy becomes the significant guarantee of national economy and people's life in modern society. The soft design of the system is the priority of this paper, utilize modularization method to realize active power, reactive power, maximum demand, double RS485 communication, Infrared communication, keyboard and display, anomaly detection, electricity reading meter, low-power consumption remind and so on. Finally, the measures of preventing Low-Current stealing power energy and Low-Votage stealing power energy are introduced detailedly.As a measure tool, data-safety is the most important, and there isn't a unified standard for the design of multi-function watt-hour meter in our country presently, the demand of the functions of the meter is different in each area, so, in the design of the system, the system's data-safety and extensible are taken into most consideration. Beside, the method of taking the voltage together with the phase-angle in this design can judge the Low-Voltage of B-Phase fairly accurately in each case.The accuracy of this 3-phase multi-function electronic watt-hour meter is 0.5S and reactive power class 1.0. This system is designed in view of its commonality, with the control of mode-bit, some function can be added or moved, so, it can satisfy different user without modify program code. It has been proved in practice that this Late-model multi-function electronic watt-hour meter has the excellency of run stability, high reliability, good commonality and strong ability of anti-jamming, etc. It's fit in with the market demand of the watt-hour meter.
