As one of the important non-structure measures for flood control, flood risk map is of concernful meaning on instituting flood control planning, constructuring flood control projects, support flood control operation, arranging flood defence and rushing to deal with an emergency, standardizing the expoitation and management of ground, strengthening the law foundation of water administration and enhancing the civil consciousness of flood control and flood disaster mitigation. The research on flood risk map of our country is more lagged when compared to the construction of flood control projects. Along with the change of flood control theory in our country from controlling flood to flood management, the research on regional flood risk map is more and more important and pressing. The flood risk map of an typical flood control system which consists of reservoir on the upper reaches, riverway and dike on the downstream reaches and important regions protected along with rivers (such as cities), is studied in this thesis based on GIS technology.The study on flood risk map of typical flood control system includes reservoir region, dam break, riverway, dike break and city flood risk map. The basic theory and application in different regions of two flood inundation analysis methods, hydrological method and hydraulic model for flood routing, are analyzed in this thesis. Dam break model based on broad-crested weir flow and synthetic dike break model are used to analyze the process of dam break and dike break. Flood risk mapping scheme according to fields of attribute table of spatial data is put forward. Empirical formula and flood loss assessment model for classified assets are given. GIS technology is applied to the development of flood risk map information management system. The ArcObjects is used to actualize the automatic mapping of flood risk map, multi-form output of flood risk map, dynamic demonstration of flood routing and convenient query of flood risk information.The flood inundation analysis methods, flood risk mapping technique, flood loss assessment methods and the development technique of flood risk map information management system are applied to the experimental region of Jiangsu province, i.e. Shilianghe reservoir, Xinshu river and Lianyungang city. A flood risk map information management system being of the functions including flood risk map analysis, mapping, output and flood loss assessment, is developed, which provides assistant support for flood control and disaster mitigation decision making of the area.
