The change from flood control to flood risk management is an inevitable demand and development trend at home and abroad.The theory of integrated risk analysis of flood disaster provides reliable methods to study flood risk management as the most up-to-date and heated problems.However,in our country,there are numbers of small streams with a wide distribution.Levee Engineer,as the last barrier against flood,is an extremely essential component which also contains some subjective potential risks when exerting great social benefits.Owing to poor embankment foundation conditions,many medium and small sized rivers will result in disastrous consequences once confronted with dike burst.So,in order to decrease the severe losses resulting from dike break,it is necessary to do research on analysis of flood disaster risk and strengthen the construction of non-engineering measures for flood control and disaster reduction.This thesis,on the basis of Luotang river being a subject investigated,discusses the comprehensive evaluation method of flood disaster risk through those two aspects of the risk of flooding hazard and vulnerability combined judiciously with numerical simulation and geographic information system(GIS)for dike break flood,evaluates the risk of flood in study region and divides the distribution of flood risk.The main research contents are as follows:(1)Develop a software for calculating design flood in medium and small rivers.In view of the medium and small rivers which lack of hydrological data,based on the MapObjects,the design flood calculation software of the medium and small rivers was developed in Visual Studio 2010 platform.The quick query function of the parameters was realized.The reasoning formula method and the instantaneous unit hydrograph method were combined in the software,which can be used to calculate the design flood process at different frequencies in medium and small rivers accurately and provide the data base for flood routing model.(2)Construct a flood routing model.Based on the different frequency designing flood data and terrain data,one dimension,two-dimension of dynamics model and coupling model can be built on Luotang river,and numerical simulation was carried out on the river flood.(3)Establish an evaluation index system.According to the dike break flood simulation results and the flood risk analysis system theory,a comprehensive index system of flood risk assessment was built.(4)Evaluate the flood disaster risks of study region and compile a flood risk map.According to the established comprehensive risk evaluation index system of dike,we could work out flood risk mapping to carry on flood risk assessment and division of dike burst effect on to the protection zone of the right bank dike of Luotang river.
