As the rapid development of the National Highway, the road-protection and management becomes much heavier. Most of the roads built in early days are approaching their usage period and needs overhauling and rebuilding. In order to recover the damaged roads and the correlative establishments, to ensure the fluency of the traffic and enhance the efficiency of the speedway and to extend its usage period, we have to put our concentration from large-scale road construction to road preservation, which desires an efficiency pavement management system.In this paper, on the base of the data of three roads in the city of Liu Zhou, which has been investigated and tracked for a long time, we discuss four issues. First, we have evaluated the function of the road through its pavement condition index, structural strength index,, and its road quality index. Second, this paper has established an evaluation model based on gray theory when large samples and complete data can not be available. Third, we have proposed an Markov forecast model associate with the reality of the national highway , after analyzing the technique of forecast about the road surfaceIn this paper ,some Requirement Analysis and Decision-making on speedway preservation management, according to the Markov forecast model. The model can also help confirm a section of the highway which needs preserving and then help us make a corresponding decision. Finally, it can distribute the preservation fund to different project reasonably and provide a reliable way to improve the construction technology of the high class road and enhance our management level.
