The electric energy is the primary energy of the national economy and people's lives. Along with the high speed development of our country's electric power industry, as a commodity which is related with electrical enterprises' economic benefits, electric energy's importance have been recognized. The design principle of the existing power meter is based on the sinusoid circuit theory, and this kind of power meter is only suitable for the measurement of linear load electric energy of which voltage and current waveform is orthoscopic. However, along with the swift growth of non-linear elements in the power system, the characteristic of the power network and the load have been thoroughly changed, as well as the non-linear characteristic, the distortion and non-symmetry of current and voltage waveform get obvious. As a result, the sine electric circuit power theory presents unsuitability gradually. This paper has mainly studied the reactive power measurement algorithm in the non-sinusoidal electric circuit. And hardware and the software project of the high precision real-time power meter are designed. Furthermore the reactive power measurement algorithm which is based on the Hilbert digital filter is implemented on the experimental platform of power application and development template (FFT-2812) by running the designed program.This paper simply described reactive power theory of the non-sinusoidal electric circuit and several other algorithms of reactive power, and investigated reactive power theory of the non-sinusoidal electric circuit and its algorithm of measurement. Then considering the reactive power's definition of Budeanu, the algorithm of reactive power based on the Hilbert digital filter is proposed, and at the same time the Hilbert digital filter is newly designed. In order to compare various reactive power measure algorithms, simulation in MATLAB is completed by using the real-time data of traction power supply system. It is confirmed that the algorithm of the Hilbert digital filter is more accurate when it is used to measure the reactive power.This paper designed the precise power meter's hardware and software. It is considered to increase the ability of anti-interference from aspects of the hardware's and software's design. The algorithm of reactive power based on the Hilbert digital filter is realized on the experimental platform of power application and development template (FFT-2812). And it is confirmed that it can obtain high accuracy and practicability by using he DSP chip and the algorithm of the Hilbert digital filter in the course of this high accuracy and real-time power meter's design.
