Study On The Causes Of The Overloading In Road Way And The Measures To Control

The overloading in road transportation did great harm to the highway net , bothered the highway freight transport market , and influenced the sustainable development of economy in the whole country. So it is necessary to control this situation. Though the correlated department of the government tried to solve it many times, the overloading still appeared and even became worse after disappear of the government's action. The causes that cannot solve the overloading problem are incomprehensive recognition of the factors led to overloading, unclear mechanism formed overloading and ungrounded theory to control overloading.In this paper the related researches were described and analyzed, and their conclusions and weakness also were summarized. Based on the analysis of the character of overloading, The Interpretive Structural Modeling (ISM) was used to build the multi-hierarchical structure model of the influenced factors, and to reveal the substance cause of the overloading. Moreover, under the background of the economy in the country, the influence of the factors resulted in the overloading was studied through the aspects such as the economy action of the main operator, supervising and policy in the highway transportation market. And the formation mechanism of overloading is studied based on the multi-hierarchical structure mode. The present policies and measurement to solve the overloading were evaluated from the aspects of administration, law, economy and practical technologies. In the end, the Permanent mechanism was proposed to solve the overloading which is complicated, difficult and needs long time. And corresponding measures were studied through the ways as restraining of overloading, establishing of reasonable punishment, lightening of the harm from the overloading as well as enhancement of solution sustainability.In general, in the paper the overloading transportation was restudied, and the formation mechanism of overloading was systematic analyzed on the existing researches. The present solution of overloading was evaluated object objectively, and the Permanent mechanism and measurements were proposed to solve the overloading problem.
