In the recent wars shows that percent 95 information of US Armed Forces come from space spy. The effect of MILSTAR to future war had more and more importance. To implement a MSCS, the design of constellation is the key problem. In this thesis, how to design the MEO and LEO constellation of MSCS covering China is mainly explored.In chapter 1,the developmental history of Satellite Communication and the arrangement of this paper are inventoried.In chapter 2,several classical methods of constellation design are introduced firstly, and then the MEO and the LEO's MILSAT surround China is emphases discussed in detail. At last, several schemes fit Tibetan MILSAT are given ,which designed constellation use international classical methods, and their track covering graphs and tables are given at the same time.In chapter 3, this paper addresses the mathematical formula for satellite constellation design of Non-geostationary Satellite Regional Coverage. Then the analysis of the law that constellation coverage characteristics change with the parameters of the satellite constellation is presented. Associating with practical system, the simulation results of the regional coverage of MEO is also given in this paper.In chapter 4,a MEO,LEO satellite constellation for regional coverage based on genetic algorithm is proposed. First, a general model of satellite constellation for regional coverage based on genetic algorithm was established in this paper. Then the orbit control parameters for MEO and LEO constellation are analyzed and determined; The evaluation criterions for constellation coverage are discussed; then the genetic algorithm can be applied to achieve the constellation with best coverage to service region. The result showed that the optimized constellation could provide communication in time for China and had the certain capability of global coverage.In chapter 5,summed up this paper.
