With the development of space technology, satellite constellations have been used widely in many fields. Therefore, constellation design is an important mission and it directly decides the coverage capabilities of the satellite system(coverage rate, elevation angle,coverage time,interupt time). The principle of a good constellation project should be the simplest and least satellites to satisfy the best coverage capabilities.First, this paper analyses the problem between two secondary planets which are familiar with sputnik's basic mechanics model,and it gives the uncoiling of the problem and introduces the basic parameters of the satellite orbit. In this paper it discusses different kinds of ground tracks of satellites by computer simulation to explain the main problems of the orbit design. In the basic of the content, it designs an synchronous coplanar orbit with the ground track of "∞" and analyzes the performances and the applications of the orbit .Next, this paper thoroughly introduces the principle of constellation design and elaborates the composition of different kinds of constellations in detail. And analyse the specialities of main constellations at different points of view. At present, more and more regional or global constellations with common ground track are used in the design or selection of satellite constellation. Coverage of the given area is more compact by using the constellation with common ground track. Besides, it can not only reduce the numble of satellites greatly ,but also facilitate the realization of space system easily.Finally,to simplify the constellation, this paper analyses the orbit parameters of satellite constellation with common ground track, then it induces two new conceptions of "primo satellite and time difference" and introduces their decisive effect in the constellation with common ground track. Based on this method, a MEO regional constellation with common track on the China area is given and compared with other constellations by computer simulation. With the better double coverage capability of the constellation, the paper raises a project of regional navigation system composed of the MEO constellation and 3 GEOs. The feasibility of the project is analyzed by the computer simulation.
