The optimal operation of flood control reservoir studies the optimization of scientific management and dispatching decision. At present, a lot of further research has been carried through and many results gained both at home and abroad, but there are still incompletenesses in this theory needing improving and it needs further be researched. Two critical problems confronted in the optimal operation of flood control of reservoir are to convert a real optimal operation problem to an appropriate mathematical model and to construct a best optimal technique for solving this model. What is more, conventional optimization algorithms for the solution of the optimal models have many limitations in computing speed and convergence.Particle Swarm Optimization(PSO) is a new simple and practical overall optimization algorithm based on swarm intelligence. Because of its advantages, it has got great development and been used extensively.Aiming at the disadvantage of classical PSO, this paper improves PSO and puts forward a new improved algorithm. The new improved algorithm are better than before in computing speed and convergence. Then, according to characteristics of each reservoir in multireservoir in parallel, the paper set up the mathematical model of flood control of each reservoir and multireservoir in parallel and uses the new improved algorithm to optimal them.This paper takes multireservoir in parallel of Nian yushan and Meishan in Guan river and Shi river of Huaihe river basin of 1991 as an example. It employ model and method which this text puts forward and calculate the embodiment. result indicate, adopt peak Jiangjiaji most large flood crest flow to control section reduce bigger behind the optimal operation of flood control, have relieved Jiangjiaji and turned off the flood pressure which controls the section greatly. The analysis of the results still show the applicability of PSO to the field of optimal operation of the optimal operation of flood control reservoir, which provides a new way of solving the optimal operation models.
