Huaihe River is one of seven major rivers of our country. The basin of Huaihe River is located in the east of our country, between two major basin of the Changjiang River and the Yellow River, lie in 111°55' -121°25' of east longitude, 30°55'—36°36' of north latitude, the area is 270000km2. Huaihe River basin locate in of our country north and south climate hand in bringing slowly, climatic change is violent. The space distribution state of the annual rainfall roughly decreases progressively from south to north, mountain area is more than plain , littoral greater than inland .The disparity of the distribution of space-time of this kind of precipitation has caused the basin bloods and droughts of Huaihe River to take place frequently, brought adverse effect to adverse effect flood control job especially. Therefore, the research has peculiar significance to optimal regulation of flood control multireservoir in parallel of Huaihe River basin.This paper prevents flood from setting up the single reservoir at first the simulation model of deployment is started with, use the Genetic Algorithm rate to make the river flood and make mathematical calculations in method Muskingum parameter C0, C1 and C2. According to surveying the interval surface flow that calculate every section of the materials of every hydrometric station, reduce flood course to there emerged a hydrometric station, and set up the simulation model of flood control multireservoir in parallel of Huaihe River Basin. Secondly, according to multireservoir in parallel each reservoir of characteristics use Genetic Algorithm calculation optimal regulation of flood control of one reservoir, and as the first layer of the theory of "large-scale" .This paper still takes basin flood of Huaihe River of 1991 as an example, employ model and method that this text puts forward, calculate the embodiment. Result indicate, adopt peak Zhenyangguan most large flood crest flow to control section reduce by more than 16% behind the optimal regulation of flood control, have relieved Zhenyangguan and turned off the flood pressure which controls the section greatly.
