The South-to-North Water Transfer Project is the biggest strategic one for the resource optimization and economic development. Under the Market economy, the East Route of South- North Water Transferring &Manage System is a Complex Adaptive System. Complex Adaptive System (CAS) theory and Multi-Agent are one of the good approaches to research on Complex System. This article uses these theories to do a preliminary research on the Transferring & Manage of the East Route of South- North Water Transfer.With the development of era, the idea, the system and the technology of the development, disposition and Management of the water resource are going through a transition from "Need Decide Supply" to "Supply Decide Need" and Communication & Cooperation.Firstly, this article analyzes the level architecture and CAS character of the Transferring &Manage System, uses the agent to descript the stuff in it. Through the analyses of coordination in the Water Supply & Need two forks the tree model , This article gives a Multi-agent-based Supply & Need Negotiation Model of Water Resource (MASNNMWR) , which realize the "Need Decide Supply" and Communication & Cooperation.Finally, this article uses the Swarm to simulate. Through that, it can Forecasts the usage and the Tendency of the water resource.
