Lots of buildings in service are needed to be strengthened, China in 21 century. The situation will be lasting for a long time. The annual cost for strengthening will reach over 1000,00 million Yuan. The latest research achievements were collected. The paper summarized routine strengthening methods for concrete, masonry and steel structures and introduced the latest research achievements of strengthening with Carbon Fiber Reinforced Plastic (CFRP), steel plate, glass fiber reinforced plastics and profiled rolled steel. Recently, with the development of strengthening needs and technology, there are alternative schemes for one project. It is important to select one strengthening scheme with overall optimal effect, including economic, technological and social sides.Red Star Meikellon Furniture Market locates in Dongting, Wuxi where Xishan government is situated. The main structure consists ofâ… andâ…¡parts. Partâ… having 79,488m~2 was built in 2000 with a 4 floors frame being 8.5m times 8.0m column distance. Partâ…¡having 68,400m~2 was built in 2005 with a 5 floors frame being 8.5m times 8.0m column distance. In order to increase the business area and partially change the usefulness, a 4-story structure above the street is to be built and to connect Partâ… andâ…¡. The overall area for the new part is 4608m~2.Based on the diagnosis report provided by Building Diagnosis Center and engineering experiences, three deign schemes are proposed including cantilever, enlargement original foundation and gluing steel plate. For seek of the overall optimal scheme with economic, technological and social effect, VE (Value Evaluation) was adopted in this project. Optimal selection model was established. Calculation was then made. Qualitative analysis was also made to assist quantitative calculations. Considering safety, suitableness, endurance, aesthetic, cost, construction period and processing facility, gluing steel plate was the most optimal method for the project. Further, detailed designing measures were discussed in the paper. The project has been built and the overall performance are satisfied.
