Applying The Value Engineering Theory To Make The Comparison And Selection Of Transportation Scheme In Rockfill Dam Materials

Value engineering has been used extensively abroad. Although China introduced it in the late 1980s, it still stayed at a relatively low level stage.The investment of hydropower construction is huge, and the time of construction is long. In addition to that, the conditions of the construction is complex, then there a high cost of the space can be saved. The high cost of space can be saved construction of complex conditions. The potential of delivery is great. Hydropower construction market is competitive.Construction contractors meet the needs of owners of the design function of building products through the organization of construction. Ultimately they reduce costs through continuous access to maximize profits. So they need to use scientific methods to operate the management of construction. Value engineering is to find a better method to reduce costs through the construction cost of product features and Matching. Then it can meet with the owners' "win-win" situation needs. In this paper, the theory of value engineering principles and methods is used in the construction programme of comparison and selection. The main research work and results are as follows:(1)After analyzing the international, domestic application of the Value Engineering,I point out the significance of value engineering in hydropower construction enterprises.(2)Value engineering technical and economic analysis method are comprehensively expounded. They include the choice of targets principles, methods, finishing the collection of intelligence information, the functional classification, finishing function, the functional analysis, functional evaluation of principles and methods, programme evaluation and selection, the creation of the programme, the effects of programme implementation and evaluation.(3)With the general principles of value engineering, some methods and the construction project selection procedures is stated. What's more, the AHP of Operations Research is utilized. And the important function coefficient calculation is taken. And I introduced the functional evaluation of the use of operations research in the method of calculating projection pursuit in a scientific and accurate way. Then the theory of value engineering is improved.(4)Empirical Analysis. Use of the theory of value engineering in Chongqing Tong Lei Yue Mun Reservoir dam rockfill dam filling materials transportation programme selection to take into application, and I have achieved good economic and social benefits obviously.(5)Proposals. We need to strengthen international exchanges and cooperation and actively learn from foreign experience; Then we should combine it with industry characteristics.The theory should be integrated with computer technology to become more efficient and accurate.
