Along with the rapid development of our country's economy, it is high timethat we must have an effective and accurate management system for the electricalenergy measurement. The field of electrical power urgently needs to have a real-time and accurate management system for the electrical energy measurement.The electrical power department has recently proposed "two-net-transformation"and "one household, one ammeter". They have provided broad space for thisproject.The problem in this paper is under this background. This paper summarizedthe techniques of the electrical energy measurement, the development and statusquo of communication techniques. This paper also analyses the working theoryof electrical energy measurement system in detail. Based on this and based on theanalysis of the disadvantages and advantages of the electrical energymeasurement system in China and overseas, combining with No. 1 oil extractionfactory in Daqing, The paper designs and realizes the hardware structure and thesoftware functions of this system. This paper includes substrate electric circuit ofelectrical energy measurement, data acquisition, the tasks of long-distance datacommunication as well as the module designs of management software, and soon.The design of this system embarks from the practical application, using thetechnologies of electronic measurement, measurement and control by computer,data communication and so on. This system makes electrical energymeasurement economical, practical, have neatly various of communications, andintelligent. It can not only detect multi-spots ammeter which has no safeguards,but also can transmit the information to the computer and can manage theinformation. So we can say that this system can improve the production efficiency of electrical energy measurement department. This system can alsoreduce the waste of manpower and material resource. It especially fits in thesituation like the situation of No. 1 oil extraction factory in Daqing whose powerdistribution stations which have different distance to each other are dispersed.The management for the long-distance electrical energy measurement cangather the information, control the command which sends out the electricalenergy data according to the administrative center, send out the electrical energydata in many communication way, transmit to the administrative center by thecommunication net, and control the situation of using the electricity. The systemhas functions of printing, data inquiry and so on. Its characteristics are the lowcost of construction, the nimble communication ways, and multiplicity Thissystem has a broad applicable scope, quick response, convenient methods ofoperation.
