The high reliability characteristic of power system requires the real-time, reliability, integrity of power systems information communication. With the quickly development of network technology, the network application in substation automation system and the establishment of power systems information integrated transmission platform has been largely promoted. However, the flow collision among the power systems information transmission also goes with the network development. So as to keep normal operation of power systems, it is very important to take method to guarantee the different QoS requirement of various information. Based on the flow control method developed in network field, this paper does some research on the information flow control from substation to control center.Firstly, this paper generalizes the present status of power systems information transmission, indicates the significance of research in QoS problem and introduces three main research directions on this transmission problem. Secondly, paper analyzes the architecture of SAS, the process of transmission and the composing of time delay, which provide the theory foundation and sally port for the establishment of flow control strategy. Then propose a CBWFQ and WRED transmission scheme based on Diffserv model. In order to carry out the weighted strategy on network, this paper introduces the classification of information form substation to control center in chapter three and uses the FAHP and priority weights methods to constitute the fuzzy matrix and evaluate the weights factor of each class information. Based on this result, an CBWFQ and WRED flow control theory is proposed in chapter four, especially the bandwidth allocation and dropping strategy are elaborated. In chapter five, paper builds the model of power systems information and does simulation research in flow control by use of Network simulation Tool. Then, the simulation result is analyzed.At the end of this dissertation, the main results of the research are summarized. And point out the deficiency existed in research process. The further work is submitted as well.
