At present, Energy Management System (EMS) is becoming more and more consummate in the SCADA and AGC aspects, and the advanced application modules (such as load forecasting, distribution state estimation, power flow, etc) are also mature enough. However, EMS in the power system does not provide the dedicated transmission parameter management function, because the graphs and figures in EMS are all based on the substation bus schemes, instead of on the GIS.By combining the visualization-targeted methodology and the GIS, a visualized transmission parameter management system for electric power networks which integrates the EMS is introduced. The people concerned can acquire the various deal data by searching, classifying, and computing the source data, so that they can analyze the working status and trend thoroughly and effectively, and finally, make the correct decision. Therefore, it is necessary to develop a visualized transmission parameter management system.The beginning part of this paper introduces the aim, functions and features of the system. It also elaborates the application of both the GIS and the visualization in power system. On this basis, the detailed design case and the correlative technical problems of developing the system are introduced emphatically. This system is developed by C++ language using ODE (Open Development Environment) on the GIS platform ARC/INFO of ESRI. The Qt platform is used in the development and a CIM based database was established. Finally, some visualization functions of the system are introduced, which include the line's longitude-latitude map, voltage contour map, load dot map, etc.
