The Study On Evaluating Safety Of Chemical Terminals Based On FSA

The import, export and transfer of chemical is increasing in our country, along with development of economy and demand of industry production. Chemical terminals become their stages, and redistribute them. Chemical terminals not only bring into their play in development of economy, but also bring fatal threat to persons, property and environment beacause of kinds of accidents. Safety assessment of Chemical terminals is very important and significant means to chemical terminals' safty management. This thesis endeavors to search after a suited way to chemical terminals' safety assessment.Safety assessment is, on the basis of risk identification and risk assessment, to take possibility of risk happening and its ponderance into account, and to provide risk control measures. FSA is a systematic and structural safety assessment, roundly considering all factors which influence safety of objects assessed, not only analysising after occurred accidents, but also forecasting before accidents' occurring, and systematically analysising possibility of latent risks' occurring and aftereffects' ponderance.The content and idea of FSA impenetrate this thesis. Firstly, this thesis overally and detailedly analysis all factors which influence chemical terminals' safety by using person-mechinery-environment-management theory, conceiving chemical terminals' formal safty assessment system, this is the first step of FSA. Secondly, it calculates the factors' weighing by using Analytical Hierarchy Process, and calculates their subjective evaluation by using expert survey checklists, also the second step of FSA. Finally, it establishes mathematic model of multiprogression formal safety assessment with fuzzy math theory, and takes Lanshan port for example to introduce how to use the model to assess, and the author use the software of Visual Studio 2005 to make the program of chemical terminals' safety assessment on the aim of relieving workers of safety assessment, which can provide some advice to those unsafety factors after working out the safety result of a certain chemical terminal, and finishes the last step of FSA.
