City is the living environment of people where human civilization gestates fr om. But accompanied industrialization and urbanization, crisis of the living environment appeared. Because of improper exploiture and lack of overall urban planning, the intrinsic ecological environment was destroyed, meanwhile, the city became a city of motor vehicles and the concrete. Human in the cities are moving from one concrete box to another.Sustainable development has become the goal of urban and region planning in the 21's century. This paper first discussed the concepts of recreation, greenway and urban recreational greenway, then analyzed the research theories and projects about urban recreational greenways in and aboard, found ours limitations and summed up experiences abroad.In the core part of this paper, a proposal was put forward on building a network by connecting the recreation resources such as green spaces, historical heritages and excellent constructions with recreational greenways. While increasing the area of urban green spaces limitedly, the research utilize the present roadside greenspace and linear park, and combine different functions into them, such as recreation, ecological protection, traffic, and so on. A method of Multiple Criteria Decision was proposed to build factor evaluation. System of urban recreational greenways, in which land feasibility of urban roads were evaluated by such aspects as ecological protection, recreation and traffic, established a route selection process for urban recreational greenways. The results can provide the foundation for methods of planning recreational greenways reasonably.In the end, the paper focused on Jingan, Huangpu and Luwan districts in Shanghai, where there are the largest density of population, then evaluated greenspace, human recreation resources and urban roads in turn, and finally, reached a distribution of urban recreational greenways network. According to several types of urban recreational greenways, raised several planning models for design and rebuild.
