With the construction of rail traffic and urban development, the coupling among rail transport lines are increasingly higher, and the transfer between lines are becoming more frequently. As different lines may be operated by different operation business, it is necessary to build reasonable traffic ticket income distribution method to protect the interests of operators. China's urban rail traffic lines are building step by step by various investments and different operation business, and there is no similar situation in the international community. So it is very important for the development of China's urban rail traffic to build a reasonable traffic ticket income distribution modeling.In the base of in-depth understanding about the development of domestic and international rail traffic ticket income distribution, in this paper, we compared and analyzed several income distribution modelings. And the existing models are not well suited for the construction of rail traffic and urban development. Therefore, the paper established a new modeling and designed the corresponding algorithm, the new method can balance the fair and practicality of two principles well.In this paper, we built the traffic ticket income distribution method in accordance with the "One-protection, double-phase, two-step". Specifically, we considered the thinking of " Public service role of low-income path in the transport network ",we used GA-SVM classification algorithm to class the traffic network paths, and allocated a certain amount of funds from the total receipts from operating to meet the requirements of a secure policy system. Residual income distribution is considered based on the travel integrated resistance, considering transfer and the extent of overcrowding and other factors to determine the an effective path flow ratio between OD, then calculated the ratio between operating earnings according to the main carriers of each milestone in the path of transport and passenger flow at all in the paths.In this paper, we solved the problem by calculation example and empirical analysis, and got the verification of the design of this paper on feasibility and effectiveness. Comparing with the existing methods, this model and algorithm can be more rational and effective to carry out the traffic ticket income distribution problem better. It can encourage the enthusiasm of the operators and show more equitable interest in traffic ticket income distribution, which have more practical value to the actual traffic ticket income distribution problem.
