With the development of highway construction and implement of large exploitation in West China, western rural roads construction increasingly extends. So the rural road-constructing technology is very necessary and urgent.This paper which depends on the western highway-constructing technological project "Study on Constructing Technology of the Low-cost Rural Roads"(number:2001 318 223 45) studies foreign pavement designs of low-volume roads-CBR,AASHO,South Africa and India, and analyses the Chinese asphalt pavement designs in 1958,1966,1978,1986,and 1997 .According to lots of rural road experiments and surveys, the relation between axle load and tire grounding area is established with the elastic layered theory and the KENLAYER program, and the relations between axle load and deflection,tension stress, compressive strain are studied. Meanwhile the formula of axle exchange suitable for low- volume roads is offered. According to the survey of the 20-road allowable deflection and traffic in ChongQing City,SiChuan province,Neimeng autonomous region,Xinjiang autonomous region and the data of tentative pavements in the laboratory, the empirical formulas of the design deflection which are suitable for western rural roads are established. According to typical rural pavement structures and modification of pavement structures with elastic layered theory, the pavement design curves for low-volume roads are drawed out.
