With the rapid development of the economy in our country, the transportation has made great progress, and the highway mileage has been increasing fast. However, the increasing vehicles which exceed the weight limits have done great damage to the pavements and bridges, caused serious harm to traffic safety and worsens road service level. According to the experience in highway construction in other countries, if this situation can't be controlled effectively as soon as possible, the lifespan of these roads and bridges will be greatly shortened, which will cause a huge waste in investment. So the transportation exceeding weight limits is a urgent problem to be solved. Because it has saved time, had high efficiency, has not disturbed common traffic when the vehicles are weighing, the dynamic vehicle weighting system is the most efficient way to solve this problem. In order to improve the roads maintenance, it has become a very important task to develop an accurate, complete and practical dynamic vehicle weighting system to meet the needs of the traffic controllers.The dynamic vehicle weighing system consists of two parts: hardware and software.. On the basic of previous experience, This article focuses on blue print of a new dynamic vehicle weighing system. The main contents can be summed up as follows:(1) this paper discusses the important meaning of the dynamic vehicle weighing system to highway construction and management, and research status in home and overseas at present. It develops the dynamic vehicle weighing system based on linux and PC/104 platform, the paper introduces the makeup of the dynamic vehicle weighing system and its performance parameters, and emphasizes on the steps of customizing linux operation system in miniature, the designing flow of the driver programme of data collection card and serial communication, and graphics user interface on basic of MiniGUI.(2) By analyzing the components of dynamic weighing signal, the pretreatment of signal is made of the methods of wavelet analyse and neural network. The first step is using wavelet transform to filter the high frequency noise in dynamic weighing signal, then reconstruction of wavelet is performed to the de-noised signal. The second step is using neural network algorithm to fit the dynamic load which mixed up with weighing signal in low frequency bandwidth, and filter the dynamic load. According to the features of the dynamic weighing signal, the multi-sections fitting method using neural network algorithm is presented to improve the precision of the dynamic vehicle weighing system.
