The content of the paper is a sub problem of scientific research item of Shanxi water conservancy bureau which is《Project Studying Task for Sufficiently Utilizing Groundwater Resource in ZhangzeReservoir-Developing Dynamic Control of Flood Control Level andResearching Reservoir's Real-Time Dispatching》. Aimed at Zhangze reservoir's increasingly outstanding conflict between flood control and useful control, flood fore-discharge scheduling model of Zhangze reservoir is studied and established, the flood capacity of Zhangze reservoir is analyzed, and the flood fore-discharge scheduling software is programmed, based on the real-time automatic system targeting at hydrologic data's collection, transmission, disposal of Zhangze reservoir catchments and the finished real-time scheduling model.Based on the basic ideology and theory of fore-discharge scheduling, the flood fore-discharge scheduling and the flood capacity of the reservoir is discussed theoretically, and the actual application is investigated taking Zhangze reservoir as a study setting. Based upon the former study fruit and the actual circs of the catchments, the forecast period and effective forecast period are put forward and defined. The main contents are:1. Aimed at the peculiarity Zhangze reservoir and the multi-reservoir which are series or parallel, combined with the dispatching delay which has been studied, the forecast period and effective forecast period are analyzed and ascertained.2. On the premise of assuring the hydrological safety of reservoir, the flood fore-discharge scheduling model for flood control security dispatching of the reservoir is established, and the reservoir simulating routing is carried out with this model.3. In order to validate the correctness of the ideology that the reservoirfore-discharge scheduling model has been established, the fruits of the fore-discharge scheduling and common practical scheduling are analyzed and compared with in this article, the result shows that the model has reached expected effect.4. Considering the project's actual of Zhangze reservoir and hydrologic circs of the catchments, and the idiographic task in control flood, the normal flood capacity and the the maximum flood capacity of fore-discharge scheduling are analyzed and computed.The conclusion that flood control level of Zhangze reservoir can be heightened from 901.0m to 902.4m is reasonable through the paper's research. Accordingly, the dynamic control of Zhangze reservoir's flood control level is guaranteed, the needless abandoned water is reduced, and as a result the utilizing ratio of flood resource is enhanced.
