The new term of Maritime Affairs appeared recently, but "Ancient Shipping Policy", which is most close to it, was germinated from Warring States Period era, gradually standardized in the Tang and Song Dynasty period, and completed in Ming and Qing Dynasty; The ancient China government set up the Shipping Council that is subject to Traffic Bureau. The development history of this administration organization is very long. At present, China is an important member of the International Maritime Organization, enjoy a high prestige and important status in the International maritime field.Marine work for the building of a harmonious society is of great significance and role. Marine working relationship with the development of water transport, relations with the people's life and property safety, and on the healthy development of the national economy, relations with the harmony of man and the natural environment, and also on the social stability and the building of national defense and international image.Marine management through development and reform is gradually improving, but the maritime administration work still some problems affecting the in-depth development of maritime work, such as some of the current maritime institutions, law enforcement model backward, the Marine human resources, and so can not be fully exploited issues.Therefore, how to strengthen the management of the Marine Research is of most importance, which is not only help the development of China's shipping, but also promote economic development and ultimately benefit the people. In my opinion, introduce the advanced public management theory and apply in Maritime Administration will give great theoretical and practical significance guidance to Maritime Affairs development consequentially. Marine reform principles should be: public management theory and socialism and the Chinese government structural reform under the guidance of top-down management of the Marine comprehensive reform. This article initially explores the upcoming reform of the Maritime Administration based on the introduction of the status, the existing problems and the solutions of Maritime administration.
