The urban social life has been changed to modern and diverse sincel980's, especially in leisure filed, consumption filed, social communication filed, transportation filed, social culture filed. At the same period of time, the ecological environment had been damaged: water quality has declined to "critical point" of ecological crisis.According the tendency, urban waterfront will develop to an integrated place for social life: people can spend their leisure time, it also can reform the ecological environment. Nowadays, we are developing kinds of urban waterfront at the background of urbanization, so, we should change our functional development strategy to fit the social life and ecological environment.Based on analyzing the changes of social life and urban ecological environment, the paper points out some principles of functional development in urban waterfront, such as: recreation, diversity, full-time, accessibility, commonality, integrality, maintain the integrality and the whole of landscape ecological pattern, facilitate air ventilation between urban and waterfront, reduce the hidden troubles of floods, purify the water etc.According to these principles, the paper summarizes three design methods of functional development: development intensity planning, blue and green wedge system, build unclosed-network integrated urban waterfront open space with social life space. Development intensity planning is the first step: we can confirm three kinds of development intensity based on ecological sensitivity: passive use, active use and highly active use. In passive use area, we can do kinds of ecological recreation activity; we can develop low density commercial facilities and kinds of artifical recreation activity in active use area; we also can build unclosed-network integrated urban waterfront open space with social life facilities in highly active use area.
