How to release the traffic information and how to induce traveler through the Intelligent Traffic Management System (ITMS) are all based on the identification of road traffic conditions. Nowadays, many major cities in China are building the Traffic Information Collection System and Route Guidance Systems. However, there are some problems on data processing and real-time identification of traffic conditions. We have to solve them. The paper firstly analyzes the problems of identifying conditions and distributing information based on the demand of ITMS. Secondly, with the combination of the pre-production about basic data pretreatment and model of identifying conditions, improves the model for identifying traffic conditions by traffic management department, and establishes the model and method based on actual application. Finally, concrete studies are carried out with the example of Beijing ITMS. The main methods and productions include:Firstly, summarizing some home and abroad production of data collection& pretreatment, traffic conditions identification, and paving the way for the paper. Secondly, presenting the status quo and goal of Beijing Traffic Basic Information Collection System; establishing the selection of principal traffic parameters according to certain principles with the comprehensive consideration of factors including properties of the detection device, various degrees of recognitions of the traffic participants on different parameters;Thirdly, improving the current design of the algorithm and model processing of data pretreatment in Beijing to enable it to provide more scientific and rational data input for identification of traffic conditions, which specifically includes recognition and restoration of incorrect real-time data as well as smooth treatment of historical mutation data; additionally confirming with selected data.Fourthly, upgrading the identification model of traffic conditions currently used in Beijing and raising Fuzzy Comprehensive Evaluation Method based on Fuzzy Cluster Method (FCM). In specific, one is to get the matrix of cluster centers which express various traffic conditions clearly; another is to identify the real-time traffic conditions by using the Fuzzy Comprehensive Evaluation Method based on some real-time data.
