During the hot economic development in China, big cities have achieved great growth accompanying with many problems. High speed of economic development and urbanization, great consolidation of urban population and industries shaped the highly assembling single-centric urban development mode, and caused crowded transportation, worse environment, shortage and price increasing of urban residential space. Many residential areas without ample infrastructure facilities began to sprawl in suburb and such development without consolidated control caused a series problems. Faced with so many problems in the aspects of urban population, transportation, living environment, living quality, and etc, urban planners bring out the concept of New Town development to fill up the huge gap of the housing supply and demand and avoid deficient development in small-scale lands. More extensively and profoundly, it aims to promote sustainable development of the cities and to distribute the pressure of metropolitan from the view of city-region. Residential construction as an important part in urban growth also plays an important role in New Town space development.Based on domestic and overseas' theories and practices, by investigating the history of urban residential construction and New Town development in China, the first part analyses the effect from urban residential construction to New Town creation during its evolvement, and also analyses New Town acting in urban residential construction. Then it focuses on studying the interactive impact factors and interactive mechanism between urban residential construction and New Town development. By picking out urban population, land supply and land price, industry economy, transportation, public goods, citizen income and housing price these six key factors from numerous forces, the factor system and the interactive mechanism is constructed. It further includes detail analysis and explanation of interaction by each factor and such interaction with the background of all factors' integration.Through analyzing the practices of New Town in Shanghai, it demonstrates the theory and finds out the important effect of the six factors in gross scope, layout structure and space form of urban residential construction and New Town in the reality. From the view of urban planning, it then tries to coordinate the urban residential construction and New Town space development by controlling the factors and also brings out some suggestions from the aspects of population, land, transportation, industry, infrastructure facilities, housing type and development scheduling. In the finality, the problems requiring further studies are discussed.
