The voltage fluctuation and the flickering are taken as an important index to judge the power quality in IEC6100-3-7 of the EMC standard and GB12326-2000.This paper develop a voltage Flickermeter in a Real-time digital power quality monitoring device. This paper use IIR(infinite impulse response) digital filter with parallel connected to implement filters which simulate light-eye-brain process. The simulation results shows that filters operate stabilization and economize resource.Then it analyzes the way of statistic Ps t, t it proposes a new way of statistic Ps t in Real-time. It proves that this way can statistic Ps t in Real-time by theory discursion and experimentation. Finally, this paper use Matlab assistant to create input based on the standards that IEC given. Flickermeter is developed based on DSP in the environment of CCS. Then tests were also been done to prove Ps t is accord with the proof sheet which is provided by IEC.And the Flikermeter has some characteristic that is high precision, statistic in Real-time and impropriate low DSP resource.
