Along with the development of society, lots of electric inverters have got widely application. On the one hand, they have greatly enhanced the industry's productivity. On the other hand, they have done great harm to the power quality of the electric system. Therefore we needed to carry on the examination and the analysis to it, then proposed the concrete supervised plan. The voltage fluctuation and flicker discussed in this article is a part of the problem of power quality.This paper first briefly introduced the basic concept of voltage fluctuation and flicker and the evaluating indicator. Having analysed and compared the signal analysis methods of the original flicker. Then it moves on to explore and compare deeply the basic principles of the Fourier transform and Wavelet transform analysis method, and the present condition of the quality analysis of electrical energy. It also explains the characteristics, the requirements needed and the shortcoming of these methods. Then the principle of IEC flickermeter and both the analogue and digital realization methods are expounded. At the sametime, all Parts of fliekermeter are designed. It carries out Simulink for the whole measurement processes by MATLAB programs.On the theoretical Basis mentioned above, we have adopted to design the hardware before conduct the software to finish the development of the instrument. In this article, we introduce a flickermeter which is based on DSP (Digital Signal Processor). The monitor makes full use of DSP chip's strong culculation capability. And comes the detailed description of this flickermeter, power supply, A/D converting, design of DSP circuit.The monitor introduces chip ADSP-BF532 of AD (Analog Devices, Inc.) Company as central processor. It can monitor voltage fluctuation and flicker.The research is summarized in the end of this paper.
