This paper introduces the active defense policy based on risk assessment technology into safe protection of electric power information network. According to the analysis of information security risk assessment theory and security characteristics of electric power information network, a risk assessment model based on security zone division is constructed. The fuzzy comprehensive evaluation method is applied to confirm threat possibility and aftereffect. To compute the value of assets, we design a computing method with Analytical Hierarchy Proceed (AHP) applied. The weights of evaluation factors are calculated objectively by the method of entropy weight coefficient, not only by subjective judgment. This paper also offers some cases to demonstrate the model constructed. A supplementary analysis system is realized with functions of asset value computation, zone division and risk value confirming.
