Research On Establishing System Of Water Resource Management With Priority Of River-basin Management

Water is the source of the life. Water is very important to the human-being and ecosystem in the Earth. However, the availability of the planet's water resources is extremely limited, and because of the development, the utilization of human unreasonable and serious pollution, it is growing imbalance between supply and demand of water resources. Strengthening the management of water resources is the key to solve these problems. How to carry out effective management of water resources have become the world issues of common concern. With the hydro-geological and ecological development disciplines, people gradually realized that in order to Valley unit of integrated water management, in keeping with the natural functioning of the water resources and economic and social characteristics, can make the overall water resources be fully functional play. Recently in our country the water resource is short seriously, the water usage is inefficiently, and the situation of the water pollution is crisis. It is imperative to establish the scientific and reasonable system of the water resource management. We select the article title"Study of establish the scientific and reasonable system of the water resource management"in order to present the thought of reform the system of the water resource management in our country.This article adopted the method of comparison and analysis, on the basis of the guiding thought of enlarging and merging administration divisions, presented the idea of establishing the system of the water resource management with priority of river-basin management and supplement of region management. Except of the introduction, this article was composed of five chapters.Chapter one: It analyzed the theoretical basis that was relevant to establishing system of the water resource management, and defined essence and extension concept of the system of the water resource management. Chapter two: It introduced the experiences of Japan and France in the aspect of system of the water resource management and analyzed the characters of these two countries in this aspect. Chapter three: On the basis to analyze the history and update situation of system of the water resource management in our country, It adopted comparison method to compare, analyze and refer to the system of the water resource management in those two foreign countries with our country. Chapter four: It analyzed the problems in the system of the water resource management in our country that the division setup was not reasonable; the authorities of divisions were confused; the operation mechanism is not perfect; and the relevant laws had some shortages. Chapter five: It analyzed the realistic and theoretic basis of system of the water resource management with priority of river-basin management, and proposed to establish the system of the water resource management with priority of river-basin management and supplement of region management, which was as follows:First, it proposed to establish the national, river-basin, provincial committees of water resource management and water bureau of municipal and county, respectively, to transfer the authorities of water exploitation, usage and protection from the divisions of environment protection, forestry, agriculture, and transportation to those committees and bureaus, to solve the confused problem of the authorities of divisions. Second, it proposed to divide clearly the authorities of the committees and bureaus, to exert efficiently the authorities of planning, permitting, law-executing, supervising and so on. Third, it proposed to consummate the operation mechanisms in the water resource management such as coordinating mechanism, democracy and consulting mechanism, public-join and supervising mechanism, benefit compensation mechanism, marketing mechanism. Forth, it proposed to legislate, revise and consummate the laws and statutes to establish the system of the water resource management with priority of river-basin management and supplement of region management.
