Study Combining Watershed Management And Administrative Regional Management Of Water Resources Management System

At present, the potamic administration in China is based on regionalism, assisted by catchmant management The catchment management organization, with the local government, esp. the local water administration department has overlap or similar functions in hydro project planning and demonstrability, the water resources planning, arrangement, dispatching and protection, water-using permission, as well as flood control, so the issues such as illegibility of responsibility, right and interest come into being. The last Water Law showed the solution of the above problems, i.e. establishing a new mechanism combined regionalism with catchmant management This paper makes a deep study on necessity and feasibility of both parties in new mechanism, as well as the characters, position, functions and relations of the two parties. Whereafter, the paper focuses on the new mechanism operations, such as how the two parties combine, what the key point is of the combination, and how to define the responsibilities of two parties. All the research was on the basis of national conditions, water regime, the current regulations and laws about water. On the principle of historic and realistic, the author investigates the development of national and international water resources management and tables a proposal of new mechanism - catchment administration committee. According to the analysis of the new mechanism on general design, feasibility, as well as advantages and disadvantages, the paper thinks it adapt to the reality, reasonable, scientific, and with the character of participation.
