Distribution and supply of container flows, for resource distribution, regional economic development imbalances and urban layout and other factors,are very difference,so as that the container flows are all imbalance in the space and time.So,the problem of allocation railway empty containers is proposed.The method and level of allocation railway empty containers will directly affect the operations of entire container transport chain.Allocation railway empty containers Inefficient will bring on tremendous waste of costs and empty containers resources,Therefore, Research on allocation of railway empty containers have great realistic significance.First, it reviews the existing research results of the allocation of empty containers. Secondly, it gives a systematic description on the allocation of empty containers and makes an in-depth analysis on the subjective and objective reasons for the allocation of empty containers. Thirdly, it makes an in-depth analysis on the factors influencing the allocation of empty containers and defines the boundary conditions of this issue which must be on the first consideration.Since cost and service is the starting point of modern management, the main body under market economy, considers not only the operating costs, but also the customer satisfaction. By giving full consideration of factors in the process of optimizing the allocation of empty containers, we can establish a customer-satisfaction-based empty containers transport model which is in accordance with modern management concepts and solve the issue by using genetic algorithms. It is difficult to accurately quantify the concept of customer satisfaction. Concerning how to quantify it, the paper establishes customer satisfaction index system and evaluates the issue by using gray evaluation model. The index system is a very good settlement to quantify customer satisfaction. Finally, in order to provide a feasible proposal for the allocation of railway empty containers, the paper puts forward the strategies for the allocation of empty containers—strategy of empty containers' inventory, leasing strategy and ideas related to modern logistics.
