The innovation of electric power industry from vertical integrated monopoly to competed market creates a new developmental opportunity for electric power industry, while gives rise to many new problems and challenges such as transmission congestion. It is an important issue. As a route of transporting power, the normal state of transmission network is an important factor on the safety and reliability of system and competition in electric market. In order to insure the safety and reliability of system, we must take efficient measures to manage transmission congestion.With the opening of demanding side, interruptible load can be viewed as a reserve of generation and transmission. It has great effect on relieving the uptight power supply situation. At peak load situation, the interruptible load management provides an effective congestion relieving way by shifting the peak load to low load time segments by using the customers'power consumption flexibility. On the situation of transmission congestion, taking the initiative and controlled suspending of the supply of interruptible load can relieve transmission congestion and avoid large area blackout.This paper proposes a multi-objective congestion management method considering the participation of interruptible loads. A three objective model is established to eliminate most efficiently the congestion. The three objects include the least number of interruptible consumers, the least number of interruptible loads and the least total cost that the operator of the system pays to the interruptible loads.Combining with the feature of the proposed model, a linear multi-objective optimization algorithm based on the membership function of fuzzy theory is put forward. The case of the IEEE 30 bus test system under normal operation condition and that subjected to a specified fault conditions are simulated. Simulation results show that it is not only advantageous over the existing single-objective model but also fast and reliable in solution.
