During the recent years, road transportation market in Guangdong province has been developing and booming constantly. And the development is positive for the national economy as well as what it make to Guangdong province. While, the problem of traffic management was put on the agenda which followed the development, the original management model can not meet the need of the booming transportation market, so a new management model which could cover the whole province was in urgently need. In view of this, this thesis introduces the new management method which is called electro-license based on IC card.In this thesis, the overall design of electron-license system is researched, the technical plan and the data security also were studied. At the aspect of the overall design, this thesis put forward its special plan, the standard for the IC card selection and the plan for the management of data. Then, in the aspect of technical plan, in this thesis the study that why the non-contact IC card is the optimum option for the system was elaborated, the method that is used for the realizing of data management technically is also emphasized. In view of data safety, then a rigorous key management system was constructed so as to make sure the security of the data communication. All the plans made in the thesis can form a reliable platform for the traffic management in Guangdong province.A new model is provided in this thesis that is in the area of transport management, directed forward the fact that there is few case of study and application on the multiple use card currently. So, the study in this thesis enriches the theory of transport informationised management.
