Introduction of wide area power grid interconnection and the innovation of electricity market provide strong and powerful sustain for our country's economy development, but it also brings new challenges on security, reliability and stability of power system. First, along with digitization and network of communication system in substation step by step, especially the issue of IEC 61850, security anti-maloperation of electric operation under the circumstance of network has appears bran-new form, the electric operation in substation should be an access process based on the Ethernet, the primary security guarantee has turn to regulations of access behaviors by operator and on-line logical interlocked of switches; Second, the design problem of defense frame has arose abroad attention in electric field, how to realize on-line interlocking of electric operation in wide area range has become the focus of research in wide area security defense. This paper take IEC 61850 as the research background, and take anti-maloperation mechanism of electric operate under network as groundwork, face to requirement of wide area security defense system, resolve anti-maloperation problem of electric operation in substation under the network through Portrait aspect and Transverse aspect. The work can be summarized in following points:(1) Based on the analysis of shortages of security anti-maloperation measure in existence, and according to the norms of control model in IEC 61850, a method of telecontrol anti-maloperation is proposed which can successfully perform the misoperation preventing function and the idle stroke preventing function similar to those of the current microcomputer mal-operation preventing system.(2) An investigation is made on the implementation of the embedded multi-task software based on the control object model state machine behavior in IEC 61850. The significance and method of building the model for the control object state machine behavior are analyzed. By referring to the behavior criterion for substation switching operation and the demand for application of access control based on Ethernet, as well as the characteristics of multi-user visiting multi-object simultaneously in access operation, the implementation mode of the real-time and multi-task kernel of the control object state macine behavior is proposed. A method of software implementation based on operating systemμC/OS-Ⅱis described.(3) The demand for the application of the interlocking logic in the substation automation based on wide area security defense is analyzed, and a multi-lyer logical interlocking mechanism in the substation automation consisting of the bay layer, station layer and wide area protection layer is proposed. The method of assembling the dynamic information in a power system using phosor measurement units (PMU) belonging to wide area measurement system (WAMS) is presented. An on-line security restriction checking mechanism of the wide area protection layer is designed, the implementation techniques of this mechanism are described, and an application example is given.(4) Give research to the construction method of mal-operation model, a method used to establish simulation model are proposed. Morever, carrary out the simulation which used to prevent mal-operation in substation automation, build up the mal-operation model which including three layer logical interlocking mechamic based on wide area circumstance.
